Focus & Proposition


A key component of OGP membership is public availability of government budget and financial records. Nigeria does not officially publish its budget in open formats and audit reports and government financial statements are not also accessible to the citizens. The cycle of fiscal accountability starts with open budgets and ends with audit report, the government must now give priority to sharing audit reports with the public. The team will deploy various advocacy methods to pressure the Office of the Auditor General and National Assembly Committees on Public Accounts Committees to proactively disclose audit reports. The Alliance will also target six states spread across the country for advocacy on open budget to ensure they follow same steps as federal government. BudgIT will be the anchor organization.


Despite the existence of procurement laws which were passed in 2011 as the Public Procurement Act 2007, Nigeria does not conform fully with global reporting standards for contracts. The Alliance will work to ensure that legislations regarding procurement laws are followed and that the Open Data standards will be applied to presentation of data by government. Public Private Development Center (PPDC) will be the anchor organization.


Strengthening democracy involves citizens having key understanding of parliamentary process with data as regards the National Assembly. Opportunities to engage with parliament for robust debate and also track their attendance opens up the legislature. Verbatim reports and key laws to be available to citizens with a corridor to engage them on issues with their community. EiENigeria through the Shine Your Eye platform will be the anchor for this.


Privacy rights, Access to Information and other thematic areas that strengthen interaction is needed for the Nigerian society. Paradigm Initiative Nigeria has been forefront towards Net Rights, privacy and also Freedom of Information. They will be the anchor for this project.


Open Data can be used as an opportunity to engage citizens, deepen transparency and accountability. Opportunity for more access to data has the potential to unleash new set of ideas that can help in ensuring institutional improvement and also drive citizen participation. Find-a-Med, Connected Development’s [CODE] Follow the Money NG and Tracka are glaring examples. CODE will be the anchor for this with support from BudgIT Tracka team. The World Bank Open Data Readiness Assessment Tool will also be considered.


This Alliance will also consider release of data from official sources that have potential raise new sets of entrepreneurs who have the potential to use access to data as an opportunity to drive economic activity.
